Becoming a good note taker is a skill that takes time and practice to develop. Your student will learn this over time as they progress in their course. While developing that skill, students will sometimes struggle with answering the review questions because they have not written down everything they need to answer those questions.
But that is okay, when they come to a question that they don't have the answer to in their notes, they simply open the lecture and fast forward to that portion of the lecture that teaches that. If they can't find it pretty quickly, they should skip the question and go to the next one. When they have answered all the review questions they can, they will submit the assignment and then correct the missed problems by looking at the answers and adding those to their notes.
Review questions are just a small part of their grade and for practice purposes. It is a learning opportunity that requires processing and applying what they learned in their lecture, which helps them retain it.
